12-Month Hybrid Programme on Public Policy and Management (PPM)

Contemporary governance asks decision-makers to co-create public services regarding how government actions are effective and efficient in designing and delivering equitable benefits. Since 2006, DoPThas supported Public Policy and Management (PPM) at MDI Gurgaon, which has constantly bridged diverse experiences with evidence and expertise for cognitive gain, behavioural change, and citizen-centricity.

MDI’s 18 long-term programs since 2006 is now redesigned to align with the Government of India’s Viksit Bharat vision of developing the Karmayogi Competency Model four virtues Gunas (virtues) (i) self-awareness about strength to aspire and inspire people towards shared goals; teamwork for collaborative working ensuring inclusion of a diverse set of stakeholders; (iii) workplace or system related third virtue to comply the rules and regulations and be committed to promote transparency and ensure timely outputs, and (iv) citizen centricity for creating mission-oriented reforms and formulating progressing policies. Building upon the Karmayogi Competency Model (KCM), the program consists of courses addressing key domain, functional and core behavioural and leadership competencies.

Programme Highlights

  • Alumni of 250 senior officers representing 22 Ministries/Organizations & State Governments from 12 Services
  • Community of Practice Interphase: Interaction with Policy Experts /Development Experts/Alumni & Theme-based Workshops/Round Tables
  • One-week Domestic-Rural Immersion for convergence of competencies: Real Life Laboratory to exchange and engage society and policy implementors on topical policy issues in the search for sustainable alternatives.
  • Develop specialized domain competency on Citizen-centric governance and effective public system management; Effective and efficient leadership in collaborative governance; and Innovative global and regional sustainable development policies and practices.
  • Policy Paper: Convert knowledge in a usable form for national and local development in the form of a White Paper.
Target Audience
  • Middle and Senior Level Government Officers, sponsored by the DoPT and State Cadres
  • Other participants with a minimum of 5-year experience in Central and State Government organizations and departments at Middle or Senior Management levels/Consultant firms/Multilateral Agencies/NGOs/CSOs/Public Policy Professionals and Aspirants.

Evaluation

MDI Gurgaon follows a continuous evaluation system. A participant earns a letter grade in each course with an associated grade point. The credit weightage average of these grades in the programme is Cumulative Grade Point Average (CGPA).

Awards

Every year the participants, based on performance, receive two awards:

  • Director’s Gold Medal for obtaining the Highest CGPA.
  • The School of Public Policy and Governance Gold Medal for “Outstanding Performance on obtaining IInd highest CGPA”

Courses

The curriculum comprises core and elective courses. Core courses lay the foundation and cover all aspects of Management and are mandatory. Electives are chosen based on the candidate’s areas of interest. The program aligns courses and discourses on functional competency for productive efficiency and domain competency for professional effectiveness. The program is expected to develop comprehensive competency by integrating understanding, realization, and value judgment by aligning government vision with citizens’ values.

Academic Schedule

  • The curriculum comprises the coursework, a rural immersion and a policy paper.
  • The program is a 12-month hybrid program. It includes 24 weeks of in-person residency: Residency-1 of 22 weeks and Residency-2 of 2 weeks at MDI Gurgaon. And 24 weeks in the online mode.
    • Residency-1: The Residency- 1 shall include core courses spread across five modules, to be taught during a 22-week program at MDI Gurgaon.
    • The participants shall then undertake 24 weeks of online elective courses at their workplace.
    • Residency-2: The Residency- 2 shall be held at MDI Gurgaon, at the end of the program, during the 47th and 48th weeks. In Residency-2, the participants will finalise and present their Policy Paper.
  • During Residency 1, the participants undergo a rural immersion experience.
  • The final component of the programme is a dissertation/policy paper submission during Residency 2, 47th& 48th week of the 12-month period.
  • The 12-month hybrid PPM program is spread over seven terms, and on completion of 87.5 credits of academic work, the Program participants shall be awarded a Certificate by MDI Gurgaon.
